Or not if your outsourcing those roles to India for one example.

3. I was looking at a DevOPs job but it only paid like $40k/yr

It wasn't an entry-level position either. The job has a hefty list of requirements that would take a fair bit of effort to be competent in. I was very annoyed with the job posting that I fired up my fake email and sent them a long-winded rant that I doubt anyone read. I did offer some movie suggestions at the end, though. So if any stuck with it and read it all the way through, they got some good recommendations on that front. I like to reward people for putting up with me, ya know?

4. Most likely a job posting designed to justify hiring a foreigner

Job postings are written with a long list of highly specific requirements and a very low salary to demonstrate that no US persons are available to fill the position.
