1. I would think any attempt to enforce would be deemed Unconstitutional.

4. Well from a Constitutional standpoint

Congress may have the sole power to declare war, but nowhere does it say military action can only be conducted in time of war and it does designate the President as Commander in Chief of all military forces. Where Congress would have power would be to withhold additional funding.

2. Maybe Iran will gas DC and when people ask why Trump didn't stop them

he can point to his not being allowed.

5. Going into the GE minus a war with Iran would be a good thing IMHO.

That said, it doesn't prevent POTUS from defending the US from what I can see.
