Covid-19 and Germ Warfare Civil Defense

Covid-19 demonstrates that the US has essentially no Civil Defense capability against a biological attack.

Some elements of a civil defense response to a germ warfare attack would include:

Detection - failure - there was no independent discovery of the SARS-CoV-2 virus despite its arrival and early circulation in California and Washington in December. It was only detected after China had provided the RNA sequence so tests could be done by the US. In the event of an actual attack, we could not expect an adversary to provide the genetic sequence and early notification.

Movement Restrictions - near failure - A virus only moves from place to place inside a person. Therefore, the key to preventing spread is to prevent movement of people. The only restriction that worked was the shutting down of travel from China. But we did not shut down all trans-oceanic travel, and we did not shut down travel with affected metro areas in the US, which allowed multiple metro areas to be seeded from abroad and then dispersed with the US.

Diagnosis - failure - The production of tests was late and botched.

Contact Tracing - near failure - Contact tracing has been done in some cases, such as early nursing home outbreaks in Washington. Washington state has probably done a better job than most states, but New York gave up early on, and there was never any Federal initiative.

Quarantine - failure - Without testing and contact tracing, quarantining was ineffective.

Treatment - near failure - If mortality rates had been any higher, hospitals and emergency response would have collapsed. Medical equipment and drugs were in short supply and unavailable from domestic sources on short notice.

Communications - near failure - Government was unable to provide a cogent, accurate, and compelling description of the disease, of the proper response, and directions for action by the public.

Compliance - near failure - Substantial minorities of the public resisted taking the recommended actions to curtail the spread of the disease.

As a result of the Covid-19 pandemic, the whole world, including adversary states and non-governmental organizations, knows that the United States is largely unprepared to defend itself against a biological weapon attack.

The design, production and dispersal of a biological weapon is relatively easy and cheap compared with, for example, a nuclear weapon.

exposed weakness of american society from dependence on foreign manufacturers, "just in time" supply, vast pools of untreatable homeless and alien populations, etc etc

3. Trump had little to do with strategy and preparedness

But his leadership of the tactical response has been erratic and inept.
