Are stated that have had their politics set for decades. Nebraska has a non-partisan leguslature that features 18 Democrats of 50 Senators.

This is apropo of nothing.

4. 2018 was a fairly fluid election year in the 36 states that had contests

The Republicans gained one governor’s seat in Alaska from an Independent and Democrats gained 7 governorships from Republicans in Kansas, Illinois, Maine, Michigan, Wisconsin, New Mexico, and Nevada.
For the first time since 1914, only 1 state (Minnesota) has spilt party control of its legislature.

Stated with higher percentages of minorities will need more federal assistance.

New Jersey is 13% black and 18% Latino but is way down at 48th in federal dependency. Illinois is 15% black and 17% Latino and is number 46 in federal dependency. The state that has the lowest white population, by far, is Hawaii (only 22% white) is number 40 in federal dependency. And California has no racial group with a majority (37% white, 39% Latino, 15% Asian and 7% black plus 13% other races/mixed) is only 35th.
