Los Angeles Battling Typhus Epidemic

The consequences of putting social justice before public health





Now, a Los Angeles City Hall official is one of the latest victims of typhus, and the disease continues to spread across Los Angeles County.

For months, LA County public health officials have said typhus is mainly hitting the homeless population.

But Deputy City Attorney Liz Greenwood, a veteran prosecutor, tells NBC4 she was diagnosed with typhus in November, after experiencing high fevers and excruciating headaches.

“It felt like somebody was driving railroad stakes through my eyes and out the back of my neck,” Greenwood told the I-Team. “Who gets typhus? It’s a medieval disease that’s caused by trash.”

Greenwood believes she contracted typhus from fleas in her office at City Hall East. Fleas often live on rats, which congregate in the many heaps of trash that are visible across the city of LA, and are a breeding ground for typhus….

Last October, Mayor Garcetti vowed to clean up piles of garbage throughout the city to combat the typhus epidemic.

The Mayor allocated millions of dollars to increase clean-ups of streets in the Skid Row area, known lately as “the typhus zone.”

But four months later, the I-Team documented huge piles of garbage just outside the “typhus zone.”

1. cities are responsible for public health

homelessness must be seen as a disaster (actually several disasters can result in homelessness. all can be found in most shelters and camps) , and assistance provided by government and/or religion. if the homeless refuse to cooperate, citing some imaginary "freedom," vagrancy is still a crime.

but many homeless are mentally ill, and many have substance abuse problems.

"forced detox" does not work as well as a desire to stop, but sufficient time in appropriate facility to at least dry out and determine if self medication is symtomatic of something more could easily happen if we focused on rehabilitation more than punishment. .

many just need a place to shower and a phone number while they find a job and save enough to rent a place.

but, as a matter of public health, they can not be allowed to defecate in the street and they can not be told not to defecate.

the aclu has legitimate concerns. as a civilization we should attempt to address those concerns, rather than surrendering to typhus, cholera, tuberculosis and worse.

Including Los Angeles County; whereas enforcing anti-vagrancy laws and picking up trash are city responsibilities.

The diffusion of responsibility allows both agencies to blame Donald Trump.

The latest attempt in Los Angeles to provide "affordable housing" cost over $750K per unit. Most of that cost was complying with arcane city, county, and state regulations, fees, and licensing. Sure, you can pick them up for vagrancy, then you have to pay for housing and food them and pull police from other, more pressing concerns. The city of Los Angeles is already in financial straits, picking up vagrants simply isn't going to be a priority for the the police. So, yes, California is basically stuck with people shitting in the streets.

I can easily buy a 40' shipping container and convert it into a fairly comfortable temporary to long term housing unit for less than $10K. The only real expenses would be electric, water, and sewer, and locations can be found to mitigate those costs.

5. Have a good friend

who lives there; born and raised. She tells me stories that never get into the media. Her tiny apartment, 400 SF, is $1200 a months, surrounded by chain link fencing with automatic gate. She has to have a PO box for mail because if a package arrives and the gate code isn't working the package will be left outside never to be seen again. It's close to being imprisoned. I couldn't live like that.
