do they do that on purpose?

This being the cold-and-influenza season, one usually purchases and uses a lot of disposable handkerchiefs, aka "Kleenex" and similar products.

The boxes are filled with overlapping folded handkerchiefs so that when one pulls one out, the next one pops up for easy pulling-out the next time one needs one.

That is, until the last three-quarters of an inch or so of the stack, near the bottom of the box. It seems those are purposely turned so that they don't pop up. One either has to pull out the whole sheaf of them, laying it on top of the now-empty box for ease of getting, or to toss out the box with the still-unused tissues.

Does one suppose they do that on purpose, hoping that customers will simply toss out the partially-used box and purchase a new one?

2. As a year round....

...allergy sufferer - at least since I turned 40 - I too have noticed this. Not sure why but I use enough that I'm not about to throw away the last 2 inches of tissues.
