how do these driverless teslas and driverless ubers know to pull over for traffic stops or yield to ambulances?

2. Its all about the sensors and software...

I don’t believe Tesla uses the rotating scanning lasers that systems like Lyft uses, but they do have lasers that use scanning mirror lasers (LIDAR) and several cameras along with radar sensors.

These sensory inputs are fed into several computers for comparison analysis that make decisions of hundreds if not several thousand times per second that act on steering, brakes, lane position and acceleration, etc.

Everything that goes on with these systems also incorporates GPS for precise location and speed.

Cameras can and do detect emergency lights of police and ambulances and various others. Each of these have light color patterns that are sensed and elicit a response in the computer systems telling the car how to proceed.
