Mostly those are developmental test shots, not production. That means the munitions are hand built prototypes and are quite costly. Some of them are also painted blue, indicating it is a dummy/no warhead.

The targets are a mix of what is on hand/available unless they are specification qualification shots, where they have to be very specific as to type, size, thickness, speed, spectrum etc. The moving targets are being pulled by a vehicle modified to be autonomous. It was designed in house for that purpose as a kit they add to production trucks. Not designed to be autonomous like Google, and has some range safety features built in.

Military ranges get a lot of old stuff to blow up. That same place gave up a old B-29 some time ago which is now restored and flying.

He said it was in house developed just for this purpose. Trailers are cheaper than trucks.
