On February 22, 1991 President George H. W. Bush issued an ultimatum to Iraq that a ground war would begin if Iraq did not begin pulling out of Kuwait by noon eastern time on February 23. Iraq failed to meet the United States' demands. In a statement read by a spokesman for Iraq's Revolutionary Command Council, the country claimed that Bush was an "enemy of Allah" and also stated, "We confirm that Iraq wants peace and is working seriously to support the Soviet initiative and facilitate its success, but not out of fear of Bush's threats."
