1. Well, that's what happens when you ramp up the price on a crap product.
Colleges could have survived increasing the price on something of value; or maintaining costs of degrees that had become increasinly worthless. (various "Studies" programs, etc.).

2. The federal student loan program needs done away with
People need to relearn the concept of "working your way through college", the first thing that would do is force students to pick a major they think will actually pay off for them, the second being costs will have to come down as enrollment drops and schools scramble to keep classes full.
