Sometimes, it is not only what you say, but how you say it, that can stir up trouble. It is the gestures, pauses, and facial expressions that can determine the interpretation of the spoken words.
If what Trump meant was that the supporters of the 2nd amendment should support and elected, in the National election in 2018, officials who would change what Hillary would be doing, as his campaign staff says he meant, then there is no problem with his statement.
But we need to be vigilant in that his statement was not covert, and leads to overt possible violent actions. I think that there may be a few unhinged individuals who would that it that way, which could lead to seditious act.
In law, sedition is overt conduct, such as speech and organization, that tends toward insurrection against the established order. Sedition often includes subversion of a constitution and incitement of discontent (or resistance) to lawful authority. Sedition may include any commotion, though not aimed at direct and open violence against the laws.
