Administrative offense. Addicts were required to register and consent to kick the habit within a specific period of time. Those who failed or did not register were subject to punishment, usually fines and detention for forced rehabilitation. That’s not to say no addict was executed, especially in communist controlled areas prior to 1950, but mass execution was not formal policy.
