3. I'm not finding any where they won re-election with a low approval rating.

But then and again, there's not much material to go on.

In modern times, Eisenhower (1956), Nixon (1972), Carter (1980), Reagan (1984), Bush (1992), Clinton (1996), Bush (2004), Obama (2012), ran for second terms.

At his nadir, Nixon had a rating of 25%, but that was about a year after he'd been re-elected.

At his nadir, Carter had a similar rating of 25%, just before he ran for re-election.

I don't imagine any of the others had significantly low approval ratings.
